Alava Development Agency (A.D.A.) was founded in 1991 and 100% of its share capital belongs to the Provincial Council of Alava.

Prior to setting up A.D.A., the Provincial Council of Alava (P.C.A.) had worked for many years in collaboration with the former Provincial Savings Bank of Alava (P.S.B.A.).

This collaboration came about as a result of the fact that public administrations cannot sell their properties directly and for this reason, industrial land was sold through the P.S.B.A.

In 1991, the Council of Provincial Deputies decided to put an end to this situation, and created the company "Promoción de Infraestructuras Industriales Alavesas, S.A. (P.R.I.N.I.A.)", the origin of today's A.D.A. The new company took on all the promotions that had been put into motion as a result of the agreement between P.C.A. and P.S.B.A.

From the outset, the company focused on the real estate sector, confining itself to the promotion of industrial land. Its main activity was the promotion of industrial estates within the province of Alava.
